[ACCESS REVOCATION] Revocation of Access for localhost

Description

@localhost is a Trust and Safety member, and resources manager, but he has full access to every server. I’m proposing to only let him access 2/3 of the clusters; tf1, and discourse1. Previously, he had access to the reserved server for technical use. I also wish that he cannot give access with discourse1 being the only exception.

I’d say this becomes void when he either becomes a Cloud C member or when he gets an elevation of access.

I have, regretfully, removed his access from all other clusters/servers.

First of all, I need access to wipe the database on request of users on the “reserved” server.
