Original need:

• if the user is zooming out, show this popup

Current problems:

• if you are already zoomed out, and you zoom out even more, this popup is shown. This has no sense → it should not be triggered if you are already zoomed out
• if the user is actively moving the map, the user may see this message, and it's annoying and not useful at all → it should not trigger during user inputs, and it should be "re-proposed" later, if the user stops interaction with the map (no zoom, no panning, for a while).
