New "incomplete" POI filter

Description

We would like to add a new category: a "flag" to highlight all those POI which DO NOT have:

  • balloon's image
  • balloon's text
  • tag
  • description
  • external links
  • linked POI
  • ( is there anything else that I am forgetting which can create some problems?)

In general, they should ONLY have:

  • a category (which is probably wrong)
  • an archive

For now I will partially implement this without filtering by empty external links and linked POIs, to speed up the process.
