improve checks to avoid duplicate creations from ClickUp to Phabricator

This can happen in this case:

• user A create Task on Phabricator
• the bot creates the same Task on ClickUp
• the bot receives the TaskCreation event from ClickUp

So in this last case the Task is not created on Phabricator
