import the ClickUp owner only when the Phabricator Task was not already created

This fixes this corner case:

• the Phabricator Task owner is changed on Phabricator
• it is added in ClickUp
• it is then re-set in Phabricator (taking one "random" ClickUp assignee)
• so you cannot change the Phabricator Task owner
