Hide not approved Tags for unauthorized users

Description

To mitigate spam, the frontend should hide not approved Tags.

Context

Note that after this change:

  • 9fccdf7419c553caf406b8af42d19953f6623147

Users can still create Tags but they are marked as not approved. Then, administrators can discover not approved Tags from the Tag list in the backend, and approve a Tag from the Tag edit page.
